Consultant – Mapping strategies to address anti-rights actors

Your mission

The International Civil Society Centre (ICSCentre) is looking for a consultant to support its work with a baseline mapping of approaches, strategies, and lessons learned from addressing anti-rights actors in the civil society sector. The consultant will map and analyse the successes and failures of previous approaches to counter anti-rights actors and outline main takeaways to develop new strategies reflecting the current changing landscape. The aim is to gain an overview of effective responses to attacks by anti-rights actors and of proactive strategies used to counter their influence in the recent years and analyse how these approaches hold up in light of current developments and increasing pressures on civil society. This baseline mapping will inform our work by drawing on past successes, failures, and lessons to support the refinement of existing strategies and the development of new approaches for helping international and national civil society organisations – (I)CSOs – to address anti-rights actors.

The consultancy work is expected to take place between August and September 2025, with the following key milestones: 

  • Draft report: by 15 September 2025
  • Final report: by 30 September 2025

The consultancy is expected to require approximately 12-15 working days.

Your profile
The external consultant should possess the following qualifications and skills: 
 
  • At least 5 years of proven experience conducting research and analysis (political or social science) in the civil society sectorExperience working on issues related to addressing anti-rights actors is a plus.
  • Familiarity with the civic space context and the challenges faced by civil society actors.
  • Excellent analytical and report-writing skills.
  • Strong ability to work independently, manage time effectively, and meet project deadlines.
  • Excellent English writing skills, with affinity to editing, layout, and attention to detail.
  • Ability to explain complex issues in a clear and accessible way.

  • A brief description of your experience and expertise relevant to this scope of work, demonstrating your overall qualifications and capabilities
  • A short outline of the approach you propose for this consultancy
  • 1-2 sample reports if available or a brief outline of comparable previous work
  • A budget detailing your daily consultancy rate (in EUR/day) and the total number of working days
