Consultant - Anticipating Futures: Guide for Future-Proofing Civil Society Strategies

Your mission
The International Civil Society Centre (Centre) is looking for a consultant to develop a practical guide that supports (international) civil society organisations in stress-testing and future-proofing strategies. As part of the Centre’s ongoing initiative Anticipating futures for civil society operating space, this guide will provide hands-on foresight methods that enable (I)CSOs to critically review their strategies against different future scenarios and adapt them to strengthen their resilience in a rapidly changing world. 
 
The consultant will be tasked with drafting an accessible, step-by-step guide that introduces foresight approaches for testing organisational strategies and translates them into actionable tools tailored to the specific needs of (I)CSOs. A draft version will be presented to the Centre’s Scanning the Horizon community in December 2025 to gather feedback and additional ideas.
Your profile
The external consultant should possess the following qualifications and skills: 
  • At least 5 years of experience in foresight and futures thinking, ideally complemented by strategic planning experience
  • Proven ability to translate foresight concepts into accessible, practical tools
  • Familiarity with the civic space context and challenges faced by (I)CSOs
  • Excellent English writing skills
  • Ability to explain complex issues in a clear and accessible way
  • Strong ability to work independently, manage time effectively, and meet project deadlines
The consultancy will run from mid-October to mid-December 2025, with key milestones: 
  • Outline: by 27 October 2025
  • First version of the guide: by 25 November 2025
  • Feedback incorporation and second version of the guide: by 5 December 2025
  • Presentation at the Scanning the Horizon meeting: 11 December 2025
Estimated time requirement: 10–12 working days

Interested consultants are asked to submit the following documents: 
  1. Cover letter (no more than 4 pages), including:
    A brief description of your experience and expertise relevant to this scope of work, demonstrating your overall qualifications and capabilities
    A short outline of the approach (e.g., foresight tools and methods) you propose for this consultancy
    1-2 examples of comparable previous work (ideally attached as documents)
    Proposed budget (EUR/day rate and estimated number of working days)
  2. Curriculum Vitae (CV)
  3. Two references from previous clients (who may be contacted if shortlisted).
